is Director of the Scholars Program at Harvard and Professor of Health Policy and Economics, Harvard School of Public Health. Professor Swartz's research has focused on people without health insurance, health insurance markets, and how health care might be financed (especially for people who may find themselves frequently transitioning between eligibility for Medicaid and subsidies for insurance). She is involved in two research projects related to implementation issues with the Affordable Care Act.  She also is increasingly interested in issues connected to an aging population, and is currently writing papers on long-term care. Dr. Swartz is the former Editor of Inquiry. She holds a Ph.D. in economics from the University of Wisconsin.
