John W. Ellwood

is Director of the Scholars Program at Berkeley/UCSF and Professor of Public Policy at the Richard & Rhoda Goldman School of Public Policy (GSPP) of the University of California, Berkeley where he teaches courses on political analysis, public management, and public sector budgeting. He received his doctorate in political science from The Johns Hopkins University. He spent six years as a staff member on Capitol Hill, first at the Senate Budget Committee and then at the Congressional Budget Office, where he served as the Special Assistant to CBO's first director, Alice M. Rivlin. Professor Ellwood's scholarship and writings have centered on the congressional budget process, legislative behavior, and corporate governance mechanisms. Among his publications are the books,The Revenue Burden in California Since Proposition 13,Limiting Congress' Budget Making Power; andReductions in US. Domestic Spending: How They Affect State and Local Governments and numerous articles.
