Dr. Moore received his PhD in political science from Harvard University in 2009 where his dissertation won the American Political Science Association's Burnham Award for the best dissertation in politics and history. His fields of interest include American political development, public bureaucracies, and the theoretical and historical analysis of institutional change. He is currently completing a book manuscript on the acquisition and governance of American overseas colonies after the Spanish-American War.  As a Scholar, he studied the politics of veterans' health care benefits with a focus on the development and evolution of the Veterans Health Administration as a single-payer government-run health care system.  He is an Associate Professor in the Department of Political Science at the University of Hawai‘i at Manoa
